按照兩部門聯(lián)合下發(fā)的申報(bào)通知，2018年省先進(jìn)制造業(yè)發(fā)展專項(xiàng)資金企業(yè)技術(shù)改造項(xiàng)目支持重點(diǎn)為新產(chǎn)品開(kāi)發(fā)、節(jié)能降耗、“兩化”融合。資金采取事后獎(jiǎng)補(bǔ)方式，對(duì)企業(yè)技術(shù)改造項(xiàng)目的設(shè)備、研發(fā)投入，按照實(shí)際完成投資額（以發(fā)票為準(zhǔn)）給予不高于30%的補(bǔ)助，最高不超過(guò)1000萬(wàn)元。
2018年省先進(jìn)制造業(yè)發(fā)展專項(xiàng)資金（中小企業(yè)類）項(xiàng)目主要支持中小企業(yè)公共服務(wù)（示范）平臺(tái)以及小型微型企業(yè)創(chuàng)業(yè)創(chuàng)新示范基地發(fā)展壯大，鼓勵(lì)服務(wù)平臺(tái)為中小企業(yè)提供服務(wù)。支持方式為事后獎(jiǎng)補(bǔ)，同時(shí)，綜合考慮其服務(wù)中小企業(yè)數(shù)量、服務(wù)成效等因素，單個(gè)項(xiàng)目補(bǔ)助資金一般不超過(guò)300萬(wàn)元。

建設(shè)智能工廠的方向
智能工廠具有以下六個(gè)顯著特征：
① 設(shè)備互聯(lián)。能夠?qū)崿F(xiàn)設(shè)備與設(shè)備互聯(lián)（M2M），通過(guò)與設(shè)備控制系統(tǒng)集成，以及外接傳感器等方式，由SCADA（數(shù)據(jù)采集與監(jiān)控系統(tǒng)）實(shí)時(shí)采集設(shè)備的狀態(tài)，生產(chǎn)完工的信息、質(zhì)量信息，并通過(guò)應(yīng)用RFID（無(wú)線射頻技術(shù)）、條碼（一維和二維）等技術(shù)，實(shí)現(xiàn)生產(chǎn)過(guò)程的可追溯。

② 廣泛應(yīng)用工業(yè)軟件。廣泛應(yīng)用MES（制造執(zhí)行系統(tǒng)）、APS（先進(jìn)生產(chǎn)排程）、能源管理、質(zhì)量管理等工業(yè)軟件，實(shí)現(xiàn)生產(chǎn)現(xiàn)場(chǎng)的可視化和透明化。在新建工廠時(shí)，可以通過(guò)數(shù)字化工廠仿真軟件，進(jìn)行設(shè)備和產(chǎn)線布局、工廠物流、人機(jī)工程等仿真，確保工廠結(jié)構(gòu)合理。在推進(jìn)數(shù)字化轉(zhuǎn)型的過(guò)程中，必須確保工廠的數(shù)據(jù)安全和設(shè)備和自動(dòng)化系統(tǒng)安全。在通過(guò)專業(yè)檢測(cè)設(shè)備檢出次品時(shí)，不僅要能夠自動(dòng)與合格品分流，而且能夠通過(guò)SPC（統(tǒng)計(jì)過(guò)程控制）等軟件，分析出現(xiàn)質(zhì)量問(wèn)題的原因。

③ 充分結(jié)合精益生產(chǎn)理念。充分體現(xiàn)工業(yè)工程和精益生產(chǎn)的理念，能夠?qū)崿F(xiàn)按訂單驅(qū)動(dòng)，拉動(dòng)式生產(chǎn)，盡量減少在制品庫(kù)存，消除浪費(fèi)。推進(jìn)智能工廠建設(shè)要充分結(jié)合企業(yè)產(chǎn)品和工藝特點(diǎn)。在研發(fā)階段也需要大力推進(jìn)標(biāo)準(zhǔn)化、模塊化和系列化，奠定推進(jìn)精益生產(chǎn)的基礎(chǔ)。
